Temporary vs Permanent Structures: What You Need to Know

Choosing between a temporary and a permanent structure is one of the first decisions on any modular building project, and it is one that shapes everything that follows. Get it right and you have a building that fits the need, the budget, and the timeline. Get it wrong and you are either over-committed or under-specified.

At Mar-Key Group, we have been helping businesses work through this decision since 1991. Our clients range from the NHS and the Ministry of Defence to Tesco, Tottenham Hotspur, and hundreds of businesses across manufacturing, logistics, education, and retail. The decision usually comes down to four things: how long the space is needed, what budget is available, what the site allows, and what the building needs to do.

What Is the Difference?

Both temporary and permanent modular buildings are manufactured off-site. That is the defining feature of modular construction, and it is where the speed and cost advantages come from. The difference lies in what happens once the building is in place.

A temporary modular structure is designed to be demountable. Mar-Key’s aluminium-framed buildings can be installed on almost any surface without the need for concrete foundations in most cases, and can be dismantled, relocated, or reconfigured when requirements change or your business grows. Properly maintained, they can remain in situ for over 30 years, so temporary refers to the intention rather than the quality.

A permanent modular building is fixed to a prepared foundation and connected to mains services. It goes through the same planning and building regulations process as a traditionally constructed building, but the off-site manufacturing process means it can be built and installed significantly faster and, in most cases, at a lower overall cost. From the outside, there is nothing to distinguish it from a conventional build.

How Do the Costs Compare?

Temporary structures have a lower upfront cost. Less groundwork is required, installation is quicker, and the specification reflects a building that may be relocated in future. For projects with a fixed end date or a tight budget, this is often the deciding factor.

Permanent modular buildings require a larger initial investment. Foundation work, utility connections, and a higher-specification finish all contribute to that. However, compared to traditional construction, permanent modular buildings typically deliver meaningful savings on both cost and programme time. Mar-Key’s buildings are competitive with other prefabricated options and, with a lifespan of more than 30 years, represent a strong long-term investment.

It is also worth considering the cost of the alternative. If a project is held up because site facilities are not in place, or a business is unable to trade during a refurbishment, the financial impact of that delay can quickly exceed the cost of the building itself. Mar-Key offers hire, lease, and purchase options to suit different budgets and timescales. See our payment options for details.

How Quickly Can You Be Operational?

Our standard lead time from design to delivery is four weeks. For temporary structures requiring minimal groundworks, installation on site can be completed in a matter of days. Traditional construction simply cannot match that.

Permanent modular builds are still considerably faster than a conventional build. The structure is manufactured at our Christchurch facility while groundworks are completed on site at the same time. Running both programmes in parallel compresses the overall timeline significantly.

We keep stock available for immediate deployment, which makes a genuine difference when something is needed at short notice. If you are working to a tight deadline, speak to our team early and we will give you a clear picture of what is achievable.

Planning and Building Regulations

Planning requirements are the area that most often catches businesses off guard. The route depends on the type of structure, the site, the intended use, and how long the building will be in place. It is never safe to assume a project falls within permitted development rights without checking first.

Temporary structures can sometimes qualify for permitted development, particularly on commercial land for a limited period. However, this varies by local authority and by site, and the detail matters.

Permanent modular buildings require full planning permission and must comply with UK building regulations covering structural integrity, fire safety, thermal performance, and accessibility. Mar-Key designs to meet full UK Part L building regulations where required, and can introduce clients to planning consultants who specialise in this sector. Addressing planning early prevents costly delays further down the line.

Lifespan and Long-Term Value

A well-maintained Mar-Key temporary structure can remain in situ for over 30 years. The aluminium frame is 100% recyclable and reusable, so when a building is eventually taken down, the materials go back into the supply chain rather than to landfill. It is a genuinely circular approach to construction.

Permanent modular buildings are engineered for a comparable lifespan to a traditionally constructed building. They require no more maintenance, perform to the same standard, and carry capital value on the balance sheet in the same way.

We also offer annual inspection and maintenance packages for both building types. Read more about our approach to quality and sustainability.

Which Option Is Right for Your Project?

A temporary modular structure is likely the better fit if:

  • The requirement has a defined end date or may change over time
  • You need the building in place quickly, with minimal groundworks
  • You want the flexibility to relocate or reconfigure it in future
  • Budget is constrained or subject to phased approval
  • The site does not lend itself to permanent foundations

A permanent modular building is likely the better fit if:

  • The space will be in active use for five or more years
  • You want a building with long-term capital value
  • Full building regulations compliance is required from day one
  • The building will be client-facing or needs to match your existing premises
  • You want the speed advantage of modular construction with a permanent result

Working With Mar-Key Group

Every project starts with a site visit. That is standard practice for us, not an optional extra. It gives us the opportunity to assess ground conditions, access constraints, and how the space will actually be used. Most of the questions that come up later in a project can be resolved in that first conversation on site.

Our in-house engineers carry out structural calculations based on your exact site and location. We have delivered projects across the UK and internationally, including Australia and Bermuda. We hold ISO 9001 and ISO 14001 certification, and are SafeContractor approved and CHAS accredited.
